President issues three decrees restructuring Abu Dhabi Executive Council

President HH Sheikh Khalifa bin Zayed Al Nahyan, in his capacity as the Ruler of Abu Dhabi, has issued three Emiri decrees restructuring the Executive Council of the Emirate of Abu Dhabi.
The first decree re-appointed General HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces as the Chairman of the Executive Committee of the emirate of Abu Dhabi, while the second decree restructured the Executive Council.
The third decree pertained to the Civil Service Department of the emirate of Abu Dhabi.
The structuring of the Executive Council is made in pursuant of the Law No.(1) of 1974 reorganising the Government of the Emirate of Abu Dhabi (as amended), which enjoins the restructuring of the Executive Committee of the Emirate of Abu Dhabi once every two years.
The following is the text of the first decree pertaining to the appointment of the Chairman of the Executive Council:
We, Khalifa Bin Zayed Al Nahyan, Ruler of Abu Dhabi, - Pursuant to Law Number (1) of 1974 reorganizing the Government of the Emirate of Abu Dhabi (as amended), - And Emiri decree No. (22) of 2006 pertaining to appointment of the Chairman of the Executive Council of the Emirate of Abu Dhabi, - We hereby issued the following Law:
ARTICLE (1) HH Sheikh Mohammed Bin Zayed Al Nahyan, the Crown Prince, is appointed Chairman of the Executive Council of the Emirate of Abu Dhabi
ARTICLE (2) This decree shall take effect and be enforced as of the date of its issue and will be published in the Official Gazette.
The second decree stipulated restructuring of the Executive Council of the Emirate of Abu Dhabi with Their Highnesses and Excellencies as:
1. Sheikh Saeed Bin Zayed Al Nahyan - Member 2. Sheikh Tahnoun Bin Zayed Al Nahyan - Member 3. Sheikh Dhiab Bin Zayed Al Nahyan, Chairman of the WEA - Member 4. Sheikh Hamid Bin Zayed Al Nahyan, Chamberlain of Crown Prince Court - Member 5. Sheikh Sultan Bin Khalifa Al Nahyan - Member 6. Sheikh Mohammed Bin Khalifa Al Nahyan, Chairman of Finance Department - Member 7. Sheikh Ahmed Bin Saif Al Nahyan - Member 8. Sheikh Sultan Bin Tahnoun Al Nahyan, Chairman of ADTA - Member 9. Mohammed Ahmed Al Bawardi, Secretary General: Executive Council - Member 10. Khaldoon Khalifa Al Mubarak, Chairman: Executive Affairs Authority - Member 11. Rashid Mubarak Al Hajiri - Chairman: Municipal Affairs Department - Member 12. Hamad AlHurr Al Suwaidi -Undersecretary Finance Department - Member 13. Nasser Ahmed Al Suwaidi, Chairman DPE - Member 14. Abdullah Rashid Khalaf Al Otaiba, Chairman DoT - Member 15. The third decree assigned Chairman of the Abu Dhabi Health Authority and Member of the Abu Dhabi Executive Council HE Dr. Ahmed Mubarak Al Mazroui with the duties of running the affairs of the Civil Service Department and supervising on the procedures of transferring the prerogatives as well as the staff from the Department to the General Secretariat of the Executive Council and other institutions in preparation for abolishing the Department. – Emirates News Agency, WAM

Mohammed Bin Rashid receives envoys

Vice President and Prime Minister of UAE and Ruler of Dubai HH Sheikh Mohammed bin Rashid Al Maktoum received yesterday the Jordanian ambassador to UAE Jamal Shamayleh.
At a meeting at the Za'abeel Palace, the ambassador delivered a letter from King Abdullah II of Jordan to Sheikh Mohammed pertaining to strengthening of fraternal bilateral relations between UAE and Jordan.
The letter also contained an invitation extended to Sheikh Mohammed by the Jordanian monarch to attend the 5th World Economic Forum (WEF) at the Dead Sea in Jordan from 15th to 17th January.
Sheikh Mohammed also received the new Pakistani ambassador to UAE Khurshid Ahmad Junejo who called on the VP at the beginning of his diplomatic tenure in the UAE.
Sheikh Mohammed welcomed the Pakistani envoy and wished him success in his mission for strengthening the bilateral relations between UAE and Pakistan.
The meetings were also attended by Dubai Crown Prince HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Deputy Ruler of Dubai HH Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, other Sheikhs and senior officials. – Emirates News Agency, WAM

Mohammed Bin Rashid attends seminar, speaks about the role of women

Vice President and Prime Minister of UAE and Ruler of Dubai HH Sheikh Mohammed bin Rashid Al Maktoum attended yesterday an orientation session for the forthcoming 'UAE Women Leadership Program'.
Dubai Women Establishment (DWE) in cooperation with the Mohammed Bin Rashid Program for Leadership Development (MBRLD) organized the seminar at Al Murooj Rotana Hotel, in order to give the participants an insight into the he programme, its details and goals.
Sheikh Mohammed's daughter and wife of the Minister of Presidential Affairs HH Sheikh Mansour Bin Zayed Al Nahyan, Sheikha Manal Bint Mohammed Bin Rashid Al Maktoum was present at the seminar.
Chairwoman of the Dubai Women Establishment (DWE) Sheikha Manal welcomed Sheikh Mohammed into the session and asserted that the DWE is inspired by the vision of the Vice President about the role of woman in the national development.
In a brief address made before the participants, Sheikh Mohammed expressed his happiness over the enthusiastic participation of the women in the leadership programme. He said that he has given paramount importance to the development of the national women as they constitute half of the society and represent its soul.
Sheikh Mohammed noted that his investment in the human factor has started to give its fruits as competent young leaders have emerged in public and private sectors.
He praised the role of the DWE in the development of national women and drew several examples from the history of the Arab and Muslim women who presented to the world the model of dedication and selfless work for the prosperity of the entire mankind.
Sheikh Mohammed stressed that the role of woman is not only to bring up their offspring, but goes much beyond that.
Describing HH Sheikha Fatima Bint Mubarak as the mother of Sheikhs, Sheikh Mohammed said that she stood beside the Late Sheikh Zayed Bin Sultan Al Nahyan as an ideal support to him in every situation in his leadership. So was the role of the Late Sheikha Latifa Bint Hamdan Al Nahyan, who always stood as the best companion and a real support to the Late Sheikh Rashid Bin Saeed Al Maktoum. – Emirates News Agency, WAM

UAE to launch nation-wide donations campaign for Gaza

A nation-wide relief campaign to raise cash and material donations in support of Palestinians in Gaza has been announced yesterday by H.H Sheikh Hamdan Bin Zayed Al Nahyan, Deputy Prime Minister and Chairman of Red Crescent Authority (RCA) and Head of the Office of Coordination of Foreign Aid.
The campaign is in line with directives by President His Highness Sheikh Khalifa bin Zayed Al Nahyan, Vice President and Prime Minister of UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum and General Sheikh Mohammed bin Zayed Al Nahyan, crown prince of Abu Dhabi and deputy supreme commander of the UAE Armed Forces.
"The drive will be launched on all local TV and radio stations and newspapers in support of our brothers in Gaza Strip", said Sheikh Hamdan.
RCA will supervise the campaign and then will take charge of channelling the aid to Gaza as soon as possible in coordination with international humanitarian organizations including The United Nations Children's Fund - UNICEF and UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East).
He urged philanthropists to contribute their donations in expression of solidarity with the Palestinian brothers in Gaza.
Sheikh Hamdan said donations for Gaza can be made through RCA, the Zayed Charitable Foundation, the Khalifa bin Zayed Al Nahyan Charity Foundation, the Mohammed bin Rashid Al Maktoum Foundation and Dubai Cares. – Emirates News Agency, WAM

Mohammed bin Zayed receives Egyptian Investment Minister

General H.H. Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces received yesterday evening Mahmoud Mohieldin, Egyptian Minister of Investment, currently on a visit to the country.
Sheikh Mohammed discussed with the Egyptian Minister ways to enhance fraternal ties and cooperation in economic and investment fields.
They also reviewed roles of the public and private sectors in boosting joint ventures and investments and exchanged views on the current global financial crisis and its implications on the region's economies.
The meeting was attended by Sheikh Hamdan bin Mohammed bin Zayed Al Nahyan, Mohammed Mubarak Al Mazrouei, Under Secretary of the Abu Dhabi Crown Prince's Court, and Mohammed Saad Obaid, Egyptian Ambassador to the UAE. – Emirates News Agency, WAM

2 decrees by Ajman Ruler to regulate property sector

His Highness Sheikh Humaid bin Rashid Al Nuaimi, UAE Supreme Council member and ruler of Ajman yesterday issued Emiri Decree 11/2008 setting up Ajman Property Regulation Establishment and Emiri Decree 12/2008 amending Emiri Decree 8/2008. The two decrees shall have immediate effect.
According to the 21 article Decree 11/2008, the Ajman Property Regulation Establishment shall have a juridical personality affiliated with the Government of Ajman and shall be administratively, financially independent body with full legal competence.
The Establishment, which is fully tax-exempted, will be tasked with drawing policies for property projects and commercial buildings in the emirates, recommending legislations as well as regulating the relations between property developers and buyers of the various units. It shall recommend speedy, friendly out-of-court approaches to resolve disputes that may arise between the two parties.
It shall also advise the ruler on the allocation of areas for new free zone and property development and commercial buildings. It shall also have the authority to grant licenses to property developers.
Emiri Decree 12/2008 amends Emiri Decree 8/2008, which regulates collective ownership at property projects and commercial building. It is also based on Emiri Decree 11/2008.
The new decree adds "Ajman Property Regulation Establishment" to the definition of "Municipality" and amends the definition of "Director General" to read as follows: "the Director General of Ajman Property Regulation Establishment" and any person authorized to deputize for the Director General.
In Emiri Decree 12/2008, the word "Lands Department" is deleted from Article 9, Article 11, Article 12 and Article 13 and is also replaced by the word "Establishment". The decree deletes Article 4 (Property Projects Committee) and any reference that is made to the committee in Articles 5, 6 and 7.
The word "Establishment" also replaces the term "Property Projects Committee" wherever it occurs in the text of the decree. – Emirates News Agency, WAM

RCA medics get ready for humanitarian access to Gaza

Two units of medics and Para-medics set up by the UAE Red Crescent Authority (RCA) is waiting for humanitarian access to Gaza to provide necessary treatment for Palestinian children targeted by the Israeli army.
RCA units are ready with all necessary equipments and medicines to save the lives of those who have been seriously wounded in the bombardment and artillery attacks by Israeli forces. RCA is coordinating with the UNICEF to carry out the humanitarian operations in Gaza.
Secretary General of the RCA Ahmed Yusuf Al Suwaidi said that the two units are set up especially for children as the children are the most affected victims of the Israeli brutality.
RCA has made agreements with UNICEF to adequately equip the two units and help them to be on ground in Gaza. The units are expected to enter Gaza in the coming days, Al-Suwaidi added.
RCA's ongoing relief operations as well as other humanitarian works in Gaza stem out of the Authority's keenness to alleviate the sufferings of the Palestinians in the Strip as per the directives of UAE Deputy Prime Minister and Chairman of RCA HH Sheikh Hamdan Bin Zayed Al Nahyan, noted Al Suwaidi. – Emirates News Agency, WAM

UAE Fm receives letter from Armenian counterpart

UAE Foreign Minister H.H Sheikh Abdulla Bin Zayed Al Nahyan yesterday received a letter from Armenian Foreign Minister Edward Nalbandian on the UAE-Armenia bilateral relations, ways to further promote them in various areas as well as on the exchange of views on issues of common concern.
The letter was delivered to Minister of State for Foreign Affairs Dr Anwar Gargash by Armenian Ambassador to the UAE Vahagn Melikian at a meeting today at Gargash's office. – Emirates News Agency, WAM

Panel plans drive against human trafficking

People arriving at airports across the UAE could be warned about human trafficking, as part of a proposed government media campaign.
Members of the National Committee to Combat Human Trafficking (NCCHT) recently discussed the campaign and other suggested initiatives during their 12th meeting, which was chaired by Dr Anwar Gargash, the Minister of Foreign Affairs.
The campaign, which would highlight people's legal rights and the UAE's tough penalties for human trafficking, could reach potential victims of the crime when they first arrive, according to the committee. The warnings could also be in several languages and appear in more traditional media.
The committee also discussed the details of a draft agreement that is expected to be signed between the UAE and several other countries.
"Co-operation with other countries is important in combating human trafficking as a broad-based approach will provide information and enable data sharing about similar crime in other countries, as well as in improving the efficiency of security institutions fighting this crime,” Dr Gargash, who is also chairman of the NCCHT, said in a statement.
The committee also confirmed it would participate in a conference on human trafficking in Bahrain at the end of February. – The National

Development plan for Khalifa Award for Education approved

The development plan for Khalifa Award for Education was yesterday approved by H.H Sheikh Mansour Bin Zayed Al Nahyan, Minister of Presidential Affairs, and Deputy Chairman of Abu Dhabi Education Council and Chairman of the Board of Trustees of the award.
The plan recommends increasing the categories of the award to attract more Arab participants as from the third edition (2009/2010).
The approval came at the annual meeting of the award's board of trustees which also approved the budget for the third edition and a bigger total value of the award.
The Khalifa Award for Education, which is under the patronage of President His Highness Sheikh Khalifa bin Zayed Al Nahyan, was established in 2007 and aims to highlight and strengthening the status of workers in all educational areas, stimulate UAE citizens to aspire for the teaching profession, encouraging talented educators to design and apply educational projects and programs. – Emirates News Agency, WAM
